"You will forgive my misunderstanding of your intentions. I figured a military man such as yourself has no care for money movers like myself. I assumed you were here to seek aid from my network to further your military campaigning capabilities. It is easy to turn a cargo vessel into a warship. Sadly, I've had to deal with too many companies and governments that thought that way. They thought they could misuse my assets...and they paid for it...with more than just money..."
He ordered another cup of hot water and added more of the liquid.
"I had every intent of using whatever resources I had at my disposal to make my company more successful...you need not worry about that."
Then, the man brought up his distrust of everyone. Zandrophin finally looked the man in the face and replied,
"You are wise not to trust me, Sir. People are vicious creatures...each with their own agendas. The only time animals work together is when they share a common goal. I don't trust you either. Join me for a drink?"

Chazz took a seat at the bar, next to Zandrophin. He looked at him then spoke, " Why else do you think we have free trade? A successful economy can't work unless you let businessman be businessman. Their are regulations, but that is simply for the protection of the people. You miss interpreted my meaning I don't hate money movers. Just the ones that have broken the law. Why do you think the Pyron Underworld kingpin is gone?" Chazz knew he had to level with the man, as a boy Chazz remembered seeing Sir Illum take what he wanted simply because he had a sword.
"Zandrophin, you can dress up a pony like a stallion, raise it like a stallion, but in a race like one, but it is still a pony. The only time the Celosian military deals with the industry and organizations of it's civilians, is if Akane has given out a military contract, possible terrorist threat, or a law has been broken. There is a reason why we have a military fleet in Pyron. Those aren't trade ships. Someone has to keep the shipping lanes open."
Chazz could see military contracts, but he always went to Akane to approve them and he took it up with his high Command council. Checks and balances to keep impractical weapons out of his military.

"I've got a bit of a grievance with your idea of 'free trade'. I believe that you believe in it, and you may try your best to impress that upon your men down in Pyron...but I can guarantee you....there are some that do not listen. I've had a few of your lower-ranking boys trying to rough up my sailors without reason. A few weeks ago, I got a report that two Corprals, by the names of Bates and Svek, took it upon themselves to do the customs official's job. My boys told them that the crates in question contained fresh fruit that had to remain sealed in the container, and that they'd already been cleared by customs and their thorough Ghost pokemon..."
He paused for a minute,
"On the subject of your customs officials...I like the way they do business. Ghost types don't disturb or shift cargo...they go in, look around, and come back out. I appreciate that..considering some of the delicate things I have shipped in, occasionally."
Another pause,
"Anyway...back to your two overachievers. My boys told them the crates were clear, and presented the proper paperwork. Your goons didn't believe them...and busted open the crates to reveal......bushels of rare berries, which instantly spoiled in the hot sun. Millions of dollars worth of Poke lost......and my men didn't get a cent back. Something I figure I can admit to you; my men beat those two bad, as sailors do. Did they send them to your infirmary for a few weeks? Yes. Did they do so wrongfully? I don't believe so."
One final pause,
"Bottom line...station some more seasoned vets in my area who know how things work, and keep the new kids out....too eager to try and prove themselves...they're bad for my business."

There was nothing that pissed Chazz off more than, his soldiers thinking they are the law. In Chazz's mind there was nothing more insulting to Akane, it was a slap in the face, that her soldiers disregard their orders. Chazz grew quiet and spoke, "Upon my return from this place I will personally strip those two of all rank, and have them publicly punished. Pokemon will be re-assigned there is a reason I use ghost types to check cargo. Times are dangerous and explosives might be touch sensitive. I will have the case checked. You have my word as Commander of the Celosian Military. Those two will never bother you again. Also if the rest of the troublemakers are smart they will lock up and do there jobs."
His demand of Chazz, was striking. "Posts and rank are stationed by the battalion command in Pyron, but I will personally be there and fix this. The law states any suspicious crates can be detained, but must be done so as not to damage the cargo, and its contents. It can also be only opened by a direct warrant from the military legal staff in each city. They broke the law."

"...and my men broke them. Seems rather fair to me. If you see those two worms...tell them they better be thankful....they better be thankful that I wasn't on my rounds when this happened."
He paused and ran his necklace in between his fingers, the silver SCPC flashing in the light.
"If I'd been there...you would have two open infirmary cots...and two full matchboxes."
He downed the contents of the glass all at once with this. He shuddered slightly, checked the vials, then ordered a cup of chamomile tea. After the air had cleared from his threat, he continued,
"There are few other issues I have with the way law enforcement does its job...and any that come up...I assume you're the man to notify..since there's clearly issues elsewhere in your chain of command? I don't work well with lackeys...they can't get anything done, in my experience...."
His voice trailed off as he adjusted his ring...the stress was bad for his blood pressure...

"Well I have to make a stop to Pyron anyway for a military inspection. This was Battalion commander Christof's first command of this size. Obviously he had failed, but Chazz would have to inspect it for himself. "Well maybe you should, get some doctors some extra field work. The two your men beat up were non combatant rookie military officials. Kind of like Mp's, but with less power. Obviously the Commanding Officer did not use proper judgement, and now that I remember they shouldn't have been doing that job at all. Hmmmm. From now on tell your men when soldiers ask to see your cargo they better have a seal on there uniform with a Charizard with three gold chevrons at least. Anyone else doesn't have the authority and is full of it." The mans suggestion of bringing all this matters to Chazz himself, miffed him. It was one thing to broach military contracts or total over site regulations, but Chazz had an entire countries military to run, and the Astrapi were attacking towns outside Celosia's borders. It was hell out there and war was brewing.

"I will be sure to let them know. We wouldn't normally take that kind of behavior back home. We were always very good about keeping order. Now that I'm out here, though...I'm not so sure things are going so well...."
Zandrophin scratched Mentus' ears and lightly yanked on his tail, causing the Abra to scurry around on his shoulders. He jumped over onto Chazz, and sat on his head, momentarily. Zandrophin quickly remedied it.
"Mentus...here. Leave the soldier alone. He doesn't need you messing up his outfit."
Besides...looking like you've got a pole shoved up your ass is an image that takes a lot of work.
You would know...wouldn't you, Sir..
Zandrophin glared at Mentus as he slunk back over to his perch.
"Apologies for that...he gets a little jumpy when I mess with him."

"Well sadly this is the times we live in. You have the insane Astrapi bombing villages and trying to infiltrate cities. You have a nomad army in the southern plains raiding small villages. Celosia is the only place with an infrastructure safe enough to do trade like this. Go down south and start a port Dalek will just take everything and behead all of your men." He remembers when they liberate Pyron, seeing the slavers murder children in front of his men as they fought house to house street to street to take the city. When the slavers attempted to burn down the palace with hundreds on families inside. Ya, Chazz had a stick up his ass, it was because he had seen so much death.

Zandrophin could see where this was going. Instead of speaking aloud, he used Mentus as a conduit and spoke telepathically to Chazz, I've heard of this Dalek. You'll forgive me..but Mentus dug inside your head a bit earlier...this fellow is on your mind a lot. I won't ask why...I've already broken several points of etiquette acquiring this information...but it's how we've always operated...it's a habit. He's a raider, from what I gathered...and a very successful one. He's clearly a threat to the security of Celosia...and by extension...CTC...
He trailed off a bit before continuing, Any threat to my business must be dealt with. I won't have some nomadic punk come in and destroy what I've accomplished...not without taking a few of his cronies with me...
He looked Chazz dead in the face, no emotion present,
We don't normally do things like this often, but we're to invested to pack up and move....If you need a sell-sword...you've got a well-connected one. If you need a contract to use my resources, get one...I'll bloody sign it.

He felt the invasion into his mind, the chilling feeling creeping up the back of his neck. Dalek was on his conscious and could not be protected from a psychic invasion. He felt the Dalek material being torn into, and due to the power of Abra. There was really nothing he could do to protect his conscious thought.
He felt the words as Zandrophin spoke, they came almost like pictures into his thoughts. It had been years since his mind has been invaded. He ordered one of the Alakazam under his commander to break his mind. The royal guard employes many psychic pokemon. He did not have the psychic gift to communicate for very long. Yet, he was trained to protect his most important gift, the sub conscious.
He lashed out, like an indomitable fortress his sub conscious the target for protection.
It was hard to say the words with his mind,
"Get...your...Abra...OUT OF MY HEAD!" It took a lot of mental capacity to say that. He wasn't a natural psychic, but his will was strong enough for his voice to be heard in Zandrophin's mind.
Chazz took a deep breath, and spoke silently, "The moment he even begins to move toward Celosia, He will be met with the full might of the Celosian military. No army in Asemon makes a move without me knowing. " Celosia's population was around 2 and a half to 3 million. Chazz in a time of piece could field an army of 30,000. In war with conscription and the call to defend Celosia, he could amass an army over 300,000 strong. They had the infrastructure and the means to fully arm that many troops. He knew Zan would hear how many troops he could field. By land, sea, and air. Celosia dominated them all.

Zandrophin shook visibly as the connection was shattered. He held his head for a second and chuckled.
"You are strong to throw us out...however, you could've just asked. Mental scrounging is now more of an absent-minded thing. Your mind may wander inside of your own thoughts...ours wanders through the thoughts of others. Both a blessing and a curse. Useful in negotiation...hazardous in casual conversation. I seek your forgiveness for his intrusion...he does it without my orders, more often than not."
Mentus floated up to Chazz and bowed his head, awaiting any form of punishment for his misstep.

"Force of habit, I wouldn't be able to stave you off if you were trying to break me. That I have no shame in. Everyone has their gifts." Chazz took a drink of water and resumed talking. "I had the military do a study on combat applications of psychic warfare, in the shadows it is amazing, but have you ever tried to take over a soldier's mind in combat? Studies show that most soldiers are nearly unresponsive to psychic takeovers in the heat of battle. Something about the chemistry in the brain. It's interesting some civilian scientists published a few lesser papers about it as well."

"When the mind is focused...it is less open to outside suggestion. Even a child knows that. I hope nobody won any awards for these studies. It's like if I went out and claimed that the sky was blue due to the reflection of water ON THE ATMOSPHERE!..."
He took another drink,
"I apologize...it's those kinds of 'studies' that make a mockery of our art. They use flawed methods that are doomed to fail, by their knowledge or otherwise...and they play it off to be something fantastic. Of course a man's not going to stop hacking at an enemy who's trying to kill him because you ask him to mentally. You have to alter his surroundings, first...break his grasp on reality. Convince him he's not doing what his brain says he's doing. Mentus and I learned a long time ago that the best way to fight is by not fighting at all. Call it impossible, call it wishful thinking; whatever you want. It matters not to us...we've got experience to prove it works."

"I'm not a psychologist, I just know how my mind works during combat." Chazz took another swig and said, "Ya pretty silly, it is due to the angle light refracts off of air molecules." Chazz didn't know about the inner workings of the mind, but he knew a lot of how the world worked. Chazz smiled, "Yes, but in the end it's the sword, or in Akane's case the ax that forges kingdoms and empires."
"But even the strongest military power needs a successful economy. That is why we are here. We have made your kingdom successful, and your kingdom has in turn made us successful. If the need arises, and we need to expand our services in any way, do not hesitate to get in touch with me. I'm sure we'll be able to work out some kind of deal that will be beneficial to all parties on our side of the lines that are about to be drawn. I must bid you farewell, Sir...I'm sure we'll get another chance to talk soon."
Zandrophin stood up and both he and Mentus bowed to the soldier. Zandrophin dropped his money on the bar, turned, and quickly disappeared into the crowd.
