For now, there are boats and pokemon-driven wagons and such with some very small exceptions. The reason being this is a new-ish land in relation to the rest of the poke-world, and it's harder to ship larger technology/queen Akane prioritizes other stuff to buy for her kingdom. There are more technological stuff in Ignacia and the technology very quickly dies out the farther away you get.

In response to when this is, it actually takes place a while after X and Y. History

This is until Akane has all of the parts together and has the time to set up a time jump, which I think she still plans to do, in which it'll be a few years later and development has spread. Until then, think of this like if the Americas were discovered about 13 years ago instead of 500.
